2025-2026 Board of Directors
The Junior League of Washington’s Board of Directors leads and advises the League in promoting volunteerism and improving the community through the effective action and leadership of trained volunteers. Board members represent various membership segments and have devoted numerous years of service and volunteer hours to the Junior League. As the League’s governing board, they ensure the League’s adherence to the mission, vision, and strategic plan.
President Christina Babcock (Email)
Christina Babcock is nominated to serve as the 2025-2026 Junior League of Washington (JLW) President and a member of the Board of Directors. She is currently serving as the JLW President-Elect and a member of the Board of Directors. Christina has been in JLW since 2012. During her time in the League, she has served on Tossed & Found (Co-Chaired in 2018-2019), As the New Membership 2024 Spring Ballot Details, Page 2 Assistant Council Director (2019-2020) and New Membership Council Director (2020-2021), the Ways and Means Assistant Council Director (2021-2022), the Community Affairs Council Director (2022-2023), and as the JLW Secretary (2023-2024).
Christina is an Associate Director at Guidehouse and has worked in this role for 2 years assisting her Defense clients in developing Strategies for their workforce in a post pandemic world. She is a proud Air Force Veteran who served as an officer for ten years and has led and directed teams ranging from 8-1200 people. She Graduated from San Diego State University with a B.A in Communications and then went on to receive her M.A. from the University of Oklahoma in Human Relations. President-Elect Jacqueline Frederick-Maturo (Email)

Jacqueline Frederick-Maturo is nominated to serve as the 2025-2026 Junior League of Washington (JLW) President-Elect and a member of the Board of Directors. Jacqueline has volunteered with the JLW since 2014. During her time in the League, she has served as Secretary and Officer of the Board of Directors, Membership Development Council Director, Ways & Means Assistant Council Director, voting member of the Finance Council, Rising-Chair and Chair of the Kitchen Tour Committee, and as Vice-Chair and Chair of the Esprit Committee. She has also served on the Fund Development Advisory Task Force, attended AJLI’s Organizational Development Institute (now ODT) conference, and is a recipient of the JLW President’s Award for Excellence in Volunteerism In-League.
Secretary Judith “Alex” Shaw (Email)
Judith “Alex” Shaw is nominated to serve as the 2025-2026 Junior League of Washington (JLW) Secretary and a member of the Board of Directors. Alex has been in JLW since 2011. During her time in the League, she has served as the Loughborough House Chair (23-24), Tossed & Found Leadership Roles (Community Relations 22-23, Chief of Staff 17-18, Children’s Trunk Show 16-17, Treasurer and rising 14-16, and Mighty Man Coordinator 13-14), and was a non-resident active from 18-22.
Alex has been in federal service for more than two decades and is a member of the Senior Executive Service. She has supported multiple federal organizations and their global missions. She graduated from Texas A&M University with a BA in Management. She lives in Vienna, Virginia with her husband Cody and two girls (Darby & Sadie) and has a grown and flown son (Spencer) who lives in Kentucky.
Treasurer Colleen (Colli) McKiernan (Email)
Colleen (Colli) McKiernan is nominated to serve as the 2025-2026 Junior League of Washington (JLW) Treasurer and a member of the Board of Directors. Colli has been in JLW since 2013. During her time in the League, she has volunteered for the National Museum of Women in the Arts Committee in a variety of roles (including as its Vice-Chair and Chair), served as a new member advisor, led the Research, Innovation, and Evaluation Committee, served as the Community Impact Council Assistant Director, and sat on the Board of Directors in 2018–2019 (as the Cultural Community Placements Council Director), 2019–2020 (as the Adult Community Placements Council Director), and 2024–2025 (as Vice Treasurer).
Colli has worked as a Managing Director at Optum Serve Consulting for more than 12 years. Her work focuses on clinical quality measurement for Medicare and Medicaid, serving as a subject-matter expert and project leader on several contracts with the Centers for Medicare & Medicaid Services. Colli graduated from the Johns Hopkins Bloomberg School of Public Health with a Master of Science in health policy and is originally from Randolph, Massachusetts. Vice Treasurer Kristin Scherago
Kristin Scherago is nominated to serve as the 2025–2026 Junior League of Washington (JLW) Vice Treasurer and a member of the Board of Directors. Kristin has been in JLW since 2009 and has served on the Targeted Grants & Volunteer Resources Committee and has served in leadership positions as the Transfer Committee Chair, Home & Heritage Assistant Director, and the Audit Committee Chair. Kristin was previously a member of the Junior League of Boston as well as the Junior League of Chicago.
Kristin is a Director of Finance Operations at LMI and has worked in this role for three years. Prior to joining LMI in 2019 she worked at The Tauri Group as the Manager of Financial Planning and Analysis. Kristin received her undergraduate degree from Duke University and her MBA from Cornell University. She is originally from Western Springs, Illinois and currently lives in Cabin John, Maryland with her husband Randy and her fur baby Izzy. In her spare time, Kristin enjoys playing golf and cooking.
Communications & Public Relations Council Director Taylor Jackson(Email)

Taylor Jackson is nominated to serve as the 2025-2026 Junior League of Washington (JLW) Communications and Public Relations Council Director and a member of the Board of Directors. Taylor has been in JLW since 2017. During her time in the League, she has served on Reading All-Stars, Leadership Institute, Finance Council, and twice as Assistant Council Director for CPR. She has also served as a Presidential Appointee and New Member Advisor.
Taylor is a freelance communications strategist who works with science and technology innovators in the energy and healthcare sectors. Previously, she worked at HANDLE Global, Olive AI, the Medical Device Innovation Consortium, and the Department of Energy’s Advanced Manufacturing Office. Taylor graduated from Colorado State University with a degree in Chemical and Biological Engineering and is originally from Fort Collins, CO. She lives in Navy Yard in DC. Community Affairs Council Director Ashley Taylor
Ashley Taylor is nominated to serve as the 2025-2026 Junior League of Washington (JLW) Community Affairs Council Director and a member of the Board of Directors. Ashley has been in JLW since 2019. During her time in the League, she has served on Community Impact Council Director (CIC), Membership Development Council Assistant Council Director (MDC ACD), Nominating Committee, Strategic Planning Committee Chair, Langley Chair, Transfer Committee- Community Events Vice Chair.
Ashley is the Manager for Enrollee Services at Health Services for Children with Special Needs (HSCSN) and has worked in this role for 3.5 years. Previously, she worked at Humana Inc. Ashley graduated from The University of Florida and Barry University and is originally from Atlanta, GA. She lives in Springfield, VA with her spouse and daughter. Community Education Council Director Maggie Mahfood-Bradley
Maggie Mahfood-Bradley is nominated to serve as the 2025-2026 Junior League of Washington (JLW) Community Education Council Director and a member of the Board of Directors. Maggie has been in JLW since 2019. During her time in the League, she has served on the Horton’s Kids Committee as the Chair for two years and as the Assistant Council Director for the Community Education Council.
Maggie is the Deputy Chief Human Capital Officer in the Office of the Chief Administrative Officer at the House of Representatives and has worked in this House for nearly a decade. Maggie is a graduate of the University of Texas at Tyler and alumni of the Archer Fellowship Program. She is originally from Tyler, Texas and resides in Falls Church, Virginia with her husband Josh, daughter Eliza Scout, and two beagles- Red and Leo. Community Impact Council Director Delna Clark
Delna Clark is nominated to serve as the 2025-2026 Junior League of Washington (JLW) Community Impact Council Director and a member of the Board of Directors. Delna has been in the JLW since 2018. During her time in the League, she has served in several leadership positions on several committees and councils. For the 2021-2022 League Year, Delna was the Vice Chair of Member Recruitment, and during the 2022-2023 League Year, Delna served as the Chair of the Member Recruitment Committee. For the 2023-2024 league year, Delna served on the nominating committee. For the 2024-2025 league year, Delna is one of two ACDs for the Community Impact Council and was appointed by the current JLW president to serve on the DEIAB Task Force.
Delna is a Director of Executive Operations for the Office of the Secretary of Defense for Acquisition and Sustainment within the Department of Defense and has worked in this role since 2020. Previously, she worked at Washington Headquarters Services in the DoD as a Customer Experience Officer. Delna is an Army reservist who served in the U.S. Army for 29 years. Delna graduated from Clark Atlanta University with a bachelor’s in criminal justice and a master’s in public administration from American Military University. Delna is originally from Milwaukee, WI. She lives in Crystal City, VA. Delna loves peloton rides, running half and full marathons, and yoga classes. Delna’s favorite coffee drink is a hot vanilla latte with oat milk. Membership Development Council Director Jessica Mosley (Email)
Jessica Mosley is nominated to serve as the 2025-2026 Junior League of Washington (JLW) Membership Development Council Director and a member of the Board of Directors. Jessica has been in JLW since 2019. During her time in the League, she has served on the Holiday Celebration Committee, both as a volunteer and as a co-chair. She has also served as the chair of the Membership Outreach Committee and as Assistant Council Director for the Membership Development Council. Additionally, she has done a secondary placement with Iona Senior Services and served on Finance Council.
Jessica is the Academies & Institutes Program Manager for the Appalachian Regional Commission and has worked in this role for 7 years. Previously, she worked at several trade associations and non-profits doing professional development work. Jessica graduated from George Mason University with an M.A. in History and Harding University with a B.A. in Religious Studies. She is originally from Memphis, TN. New Membership Council Director Kristin Koernig
Kristin Koernig is nominated to serve as the 2025-2026 Junior League of Washington (JLW) New Membership Council Director and a member of the Board of Directors. Kristin has been in JLW since 2014. During her time in the League, she has served as the New Membership Council Assistant Council Director, the Membership Development Council Assistant Council Director, voting member of the Finance Council, Rising Chair and Chair of Member Resources, and volunteer for the Member Recruitment, Folger Shakespeare Library, Membership Outreach, and Member Resources committees.
Kristin is an attorney-advisor in the Office of the General Counsel for the U.S. Department of Energy and has worked in this role for twelve years. Previously, she worked in private practice in New York City. Kristin graduated from Princeton University with an A.B. in English and from the William & Mary College of Law with a J.D. Kristin is originally from New Jersey and currently lives in Washington D.C. with her dog, Mei. You can find Kristin most weekends down at Audi Field supporting D.C. Nominating Committee Chair Maureen Higgins
Maureen Higgins is nominated to serve as the 2025-2026 Junior League of Washington (JLW) Nominating Committee Chair and a member of the Board of Directors. Maureen has been in JLW since 2015 and is currently serving her second-consecutive year on the Nominating Committee. Maureen previously served on the Board of Directors as the Communications and PR (CPR) Council Director. Other leadership positions include CPR Assistant Council Director and presidential appointments on Women’s Leadership Breakfast, the Community Assistance Fund, and Innovation and Incubation.
Maureen is a Vice President at a public relations firm, where she has worked for more than 10 years. Previously, she has worked on numerous political campaigns and has held roles at other PR firms. Maureen graduated from George Mason University with a BA in Communications and Minor in Spanish, and holds an MA from American University in Strategic Communications. Strategic Sustainability Council Director Marissa Malta
Marissa Malta is nominated to serve as the 2025-2026 Junior League of Washington (JLW) Strategic Sustainability Council Director and a member of the Board of Directors. Marissa has been in JLW since 2019. During her time in the League, she has served as Recording Secretary, Research, Evaluation, and Innovation Chair, Strategic Sustainability Council Assistant Council Director, and Strategic Sustainability Council Director. She also spearheaded efforts such as Annual Survey and Report, Strategic Advisory Board, Data Assessment for JLW, the Wrap-Around Framework Project, and the Leadership Survey.
Marissa is Policy Analyst at U.S. Pharmacopeia and has worked in this role for just over two years. Previously, she worked at AARP. Marissa graduated from DePaul University with a B.S. in Economics and B.A. in Arabic Studies and a Master’s in Public Policy from American University. Sustainer Committee Chair Fay Arrington
Fay Arrington is nominated to serve as the 2025-2026 JLW Sustainer Chair and member of the Board of Directors. Fay has been a member of the JLW since 2003. During her time in the league, she has served on the following committees: Sustainer, National Museum of Women in the Arts, Grants Stewardship, N Street Village, New Members, Nominating, Greetings & Gourmet, Done-in-a-Day and House Arrangements.
Fay is retired. Previously, she worked for the Federal Government and a non-profit organization with a focus on historic preservation. Fay graduated from college in Maryland and is originally from Erie County near Buffalo, New York. She lives in the Logan Circle neighborhood of Washington, D.C.
Ways & Means Council Director Tiffani C. Moore
Tiffani C. Moore is nominated to serve as the 2025-2026 Junior League of Washington (JLW) Ways & Means Council Director and a member of the Board of Directors. Tiffani transferred to the Junior League of Washington (JLW) in August 2011 from the Junior League of Richmond, VA after her New Member Year. During her time in the League, she has served on the following committees: Transfer, Targeted Grants & Volunteer Resources (now Grant Partnerships), Corporate Partnerships & Development, Holiday Shops (as a Committee Member and Steering Committee Member), and Friends of the Junior League (as a Committee Member, Rising Chair, and the 2020-2021 Chair), and Nominating (as a Committee Member from 2021-2023 and the 2023-2024 Chair). Tiffani is a 2016 Get on Board graduate. She served as the 2022-2023 Ways & Means Chief of Staff charged with supporting Council leadership in cultivating and articulating a culture of philanthropy and implementing principles and best practices in fund development to further the League’s mission. This League Year, Tiffani is supporting a Presidential initiative to host a community open house for community and corporate leaders.
Tiffani is the Manager of the Federal Home Loan Banks Affordable Programs Branch at the Federal Housing Finance Agency. A Houston, Texas native, Tiffani is an honor graduate of Dillard University with a BA in English, the University of Michigan with a Master of Urban Planning, and the University of Virginia with a Master of Business Administration. In addition to her service with the JLW, Tiffani is a member of the following boards: Insight Memory Care Center (2023-2025 President), Good Shepherd Housing & Family Services, Women in Housing & Finance (Immediate Past President), the University of Virginia Darden Alumni Association, the Dillard University National Alumni Association (2023-2025 President), and the Dillard University Board of Trustees. She is a member of Delta Sigma Theta Sorority, Inc., and of the Jubilee Housing Leadership Council. She is also a 2021 graduate of Leadership Fairfax. Tiffani lives in Fairfax, VA
